SUCCESSFUL SMEs-REAPING THE BENEFITS OF TRAINING AND SKILLS UPGRADING


Pembangunan Sumber Manusia Berhad (PSMB), through the Pembangunan Sumber Manusia Berhad Act, 2001, administers the Human Resources Development Fund (HRDF), enforced in 1993. The objective of HRDF is to encourage employers in the private sector to retrain and upgrade the skills of their workforce in line with their business needs and the development strategy of the country through the levy / Grant system.

In this regard, PSMB through the HRDF, has been relentless in its efforts to nurture the majority of the HRDF contributors especially the SMEs to adopt a proactive training culture. Prior to 1999, the levy utilization of SMEs was only at 34%. To further stimulate the levy utilization amongst SMEs in retraining and skills upgrading, PSMB in collaboration with industries representatives formulated the SME Action Plan in the year 2001.

Initiatives under the SME Action Plan includes sending letters of notification of unsatisfactory levy to SME employers, conduct visits to the premises of SME employers and offering advisory services on-site, HRDF Workshops, SME Seminars, Luncheon Talks and Special Training Programmes for SMEs. PSMB has also taken additional initiatives such as conducting CEO-HRD Talk Series for SME employers and also sending colored (blue, yellow and red) letters of notification of unsatisfactory levy to differentiate active and non-active SMEs. Furthermore, PSMB also organize Training Fair to provide a platform for SME employers to identify and source training programmes relevant to their needs. Through these concerted efforts, the overall levy utilization of registered employers in the SME category has improved significantly.
